Assistant City Manager John Trilch presented a proposed intergovernmental support agreement (IGSA) with Fort Carson on March 10 that would allow Fountain to provide biohazard remediation and specialized cleaning services to the post.
Trilch said the city issued a request for proposals, negotiated a draft agreement with Fort Carson and expects the Army’s higher headquarters to complete its approval imminently. He described the draft as broad in scope — covering situations such as on‑post biohazard remediation, mold, hoarding and similar cleanup needs — and said the city would only sign a final document when the Army confirms no substantive changes.
"We wrote it very, very broad for just about any type of situation like that that require that specialized cleaning and remediation service," Trilch said. He also noted the agreement could be terminated by the city and that contract pricing is flexible with quarterly reviews to adjust services and rates as needed.
Council moved and passed Resolution 26‑015 authorizing the mayor to sign the final IGSA once Army approvals are complete. Staff said the agreement could take effect as soon as the next week pending Fort Carson’s final signatures.
