Fountain approves FY2026 supplemental budget, micro‑transit IGSA funded by Fort Carson

Assistant City Manager John Trilch clarified the micro‑transit IGSA will be reimbursed by Fort Carson and that the city expects to begin providing services in May–June; he said all associated expenses will be paid by Fort Carson under the contract and that the city will receive an 11% administrative fee that is expected to generate residual revenue to the general fund.
Other carry‑forwards and capital items include Link Road design and city match ($1.4M carry‑forward), restroom replacement at Aga Park ($382,000), replacement of the fountain in front of City Hall (FEMA grant funds, $319,000), and a $3.5M multi‑year Riverbend Substation project in the electric fund. Staff presented supporting exhibits showing which funds are affected (general fund, conservation trust, water, electric, streets and transportation).
Council member questions focused on whether micro‑transit expenses are self‑supporting (staff: yes, reimbursed by Fort Carson) and whether revenue trends are flat; staff reported revenues have been flat in recent months. Council member Geeke moved to approve Resolution 26‑014; the motion carried (6 yes, 1 no).
