Council approves special animal permit for three goats at 1.4‑acre property

Weed City Council approved a special animal permit allowing three goats to be kept at a 1.4‑acre property after a public hearing and staff review.

The applicant, identified in the meeting as Casey Joy (speaker 3), said she has two Nigerian dwarf goats and a Lamancha and has been involved in local animal spay‑and‑neuter and rehoming efforts. “They absolutely have [kept] my yard clean,” she said, and added all three animals are neutered and vaccinated.

Council and staff discussed fence height and permitting. A building official (speaker 6) said the proposed 6‑foot cedar fence will require a building permit and that a 6‑foot front fence is not normally allowed without planning commission review; staff advised the applicant to bring fencing plans to the building department and, if a front‑fence variance is needed, to the planning commission. The city attorney noted that nuisance rules and administrative citation authority are available if problems arise.

After staff described conditions in the staff report and outreach to neighbors (city staff said mailers and door‑to‑door contact found no objections), Council member (speaker 4) moved to approve the special animal permit with the conditions in the staff report; the motion was seconded and carried by voice vote.
