Kevin Graham, city engineer, said the KDOT grant of $320,000 was previously accepted and that the city is responsible for a $105,000 match; engineering design for the project is not covered by the grant and the council authorized $40,000 to prepare construction plans, equipment specifications and supporting calculations. The design scope includes six intersections along Andover Road from Harry to Central and will study signal timing and equipment to allow emergency vehicles to trigger green lights.
Councilmembers asked whether the engineering deliverables will meet the state grant requirements and whether future adjustments can be made locally; staff replied the design deliverables (construction plans and supporting calculations) are a required grant deliverable and that timing optimizations can later be adjusted by city staff once the base timing is implemented. The motion to approve the engineering agreement carried by voice vote (recorded as 6–0).
Next steps: GFT will be engaged to produce design plans and supporting calculations for submission as required by the grant; staff will then pursue construction procurement.
