Danbury City Board of Awards approves nine purchase orders, including ARPA-funded tethered drone

The Danbury City Board of Awards voted unanimously Dec. 4 to approve nine purchase orders and contract renewals, ranging from an emergency electronic message sign for the mayor’s office to a $79,500 update of the Water Pollution Control Plant operations-and-maintenance manual.
Chip Colby opened the meeting and identified himself. The board heard presentations and took separate motions on each agenda item; purchasing staff moved the awards and each motion passed with unanimous votes. “Motion carries unanimously,” the purchasing agent announced after several votes.
Why it matters: The purchases cover city operational needs across departments — emergency management, public works, parks and public utilities — and include one American Rescue Plan Act-funded request for a tethered drone that officials said is specialized for public-safety use.
The board approved an emergency purchase order to Sign Light Inc. for $21,400 to install an electronic message sign for the mayor’s office. It also approved a $41,752 quote to Precision Brake Works to upfit two 2024 Ford F-250 Super Duty trucks for the Office of Emergency Management under the city’s on-call vehicle-outfitting contract.
The board approved a sole-source ARPA-funded purchase of a tethered Axon drone from Accent Enterprises for $37,078; purchasing staff and the director of emergency management said the tethered system is the only known manufactured drone specified for public-safety tethered operations and that the award is contingent on ARPA review.
Engineering approved the purchase of a Carlson BRX 7 GNSS survey GPS from Superior Instruments for $16,350 under the Connecticut state contract (to be charged to account 002304057002700). Parks maintenance received approval to increase an existing purchase order with Tom Irwin, Inc., by $20,000 (the original PO had been $11,000) to cover fertilizer, herbicide and seed for the remainder of the contract year.
The board extended annual unit-price contracts for towing services and drainage materials — previously awarded to Calerio’s Truck Center and O&G Industries — for an additional year, with vendors agreeing to hold pricing. Public utilities also received approval to award WSP approximately $31,000 to study temporary treatment options for the Lake Kenosha well field under the city’s on-call contract.
Finally, the board approved Wright-Pierce for a comprehensive O&M manual update at the Water Pollution Control Plant for $79,500; the superintendent of public utilities said a requisition would be submitted that day.
Votes at a glance: all nine motions carried unanimously. Several items were described as purchase orders or contract renewals executed under existing on-call or cooperative purchasing contracts; one request (the tethered drone) was presented as sole source and ARPA-funded and noted as contingent on ARPA review.
