Regional MPO adopts Vision Zero goal, approves Safe Streets and Roads for All plan

RiverCOG's metropolitan planning board on Feb. 27 adopted a Vision Zero policy setting a regional target to eliminate roadway fatalities and serious injuries by 2045 and approved the Safe Streets and Roads for All (SS4A) regional safety action plan.
The board approved two resolutions by voice vote after a presentation from Michael Salter, a consultant on the SS4A planning effort. Salter said the plan follows the federal safe-systems approach and “we settled on is to eliminate fatalities and serious injuries on regional roadways by 2045.” He highlighted municipal profiles and a crash-data dashboard designed to support future SS4A implementation grant applications.
Rob Herriment, who introduced the presentation, told the board the action plan updates crash data to cover 2019–2023 and aligns local planning with federal grant requirements. Members said the municipal profiles and the dashboard — which now allow towns to view local crash histories — will help communities target projects and prepare stronger grant applications.
Carl Fortuna moved adoption of the Vision Zero resolution and Eric (introduced earlier as Eric Couture) seconded; the board carried the resolution by voice vote and authorized the secretary to sign. The board then approved the SS4A plan resolution by voice vote and similarly authorized the secretary to execute the document.
The resolutions and the dashboard are intended to strengthen member towns’ eligibility for implementation funding under the SS4A program and to encourage adoption of local policies and design changes consistent with Vision Zero principles. Staff said they would distribute the presentation materials and municipal profiles to members.
The MPO said next steps include submitting letters of commitment and using the plan and municipal profiles to pursue federal and state implementation grants. The board adjourned the discussion with staff available to help towns interpret the plan and dashboard.
