Denton County commissioners approve $7 million for FM 407, award multiple contracts and OK budget transfers

The Denton County Commissioners Court voted March 17 to contribute $7,000,000 toward the FM 407 project and approved a slate of procurement awards, contract amendments and budget transfers that county officials said will support road projects and county operations.
The court approved an interlocal cooperation agreement with the city of Justin under which Denton County will contribute $7,000,000 to PRJ260002 for FM 407 from Florence Road to Justin’s western city limits. The funding will come from the permanent improvement fund; the court separately approved budget amendment request 2026177 to transfer the $7,000,000 into the project account. Commissioner Evans moved the transfer; the Chair seconded, and the measure carried unanimously.
County officials also approved supplemental agreement no. 3 with Jacobs Engineering Group Inc. for the FM 2931 project, adding $37,595 and bringing the revised contract total to $4,552,078. The contract will be funded from PI road bonds under order line item 8974159060.
In procurement actions, the court approved award of ITB 252897 for fleet vehicles to a list of dealerships and approved specifications to advertise REP252899, a full‑service deputy license agreement intended to extend deputy services and hours. The Chair invited Dawn Way to describe the full‑service deputy concept; Way said, “A full service deputy is somebody that will offer services for the public, and it is a benefit for the people where we'll have extended hours, Saturday hours. And also, they'll take care of registrations, also helps minimize the need for extra employees.” The court appointed an evaluation committee for REP252899 and authorized proceeding with the procurement.
Other routine approvals included:
- Approval of reports on proceeds from online surplus auctions held in October 2025 and January 2026. - Declaration of a trailer as surplus because it was determined unsafe and unrepairable. - Approval to advertise miscellaneous vehicles and equipment for an online auction scheduled March 23–April 6, 2026. - Approval of an addendum (No. 16) to master services agreement MSA25824 with MCCI LLC for Laserfiche scanning services under BuyBoard contract 71623. - Renewal of disaster debris removal agreements (RFP232783) naming Saris Environmental Services Inc. as primary contractor and two alternates.
On budget matters, the court approved budget amendment 2026172, transferring $84,400 to cover a Workday subscription growth fee for the county auditor’s financial information system. It also approved budget amendment 2026174, moving $235,890 to cover overtime pay in the county jail for January and February, as recommended by the budget office.
