Parks master plan R2026-12: The council adopted the Parks, Trails, Green Space and Facilities Master Plan for 2026–2031 and authorized filing the plan with the Texas Parks and Wildlife Department; staff said the plan now includes walking-trail maps needed for the city’s Scenic City designation.
Operation Lone Star grant R26-15: The police chief requested authorization to submit a five-year Operation Lone Star grant application to continue funding Cellebrite mobile-forensics capability and training. The chief said the five-year package would cost about $68,400 and would reduce per-unlock costs from about $1,200 to roughly $340; the council authorized the application and designated the city manager as the official representative.
Leak detection R2026-16: The council approved a four-year extension with Samco Leak Detection Services Inc. for $135,750. Staff said the service identifies leaks and pinpoints locations so repairs can proceed.
CDC site improvement grant (Project Gloss): The council approved up to $50,000 for a site improvement grant to support Domingo Flores’ Project Gloss (a chrome shop relocation near TSI Tire). Flores told the council the project could total nearly $750,000, will create additional jobs and the grant will be paid only after a certificate of occupancy and submission of invoices.
