Agency updates multiple flood‑risk projects; BRIC funding 'on life support' while litigation proceeds

The Tudor flood risk‑reduction project will enter construction season 2 in late April; staff said contractors will mobilize to install dewatering systems, replace two pipes and reconstruct the levee. The Sutter Bypass East Levee repair project is approaching 100% design and staff expect to issue final plans for internal review at month’s end; required permits and an Army Corps 408 approval remain part of the schedule. Staff said they are coordinating closely with DWR and the Army Corps on permitting.
On federal funding, staff said BRIC funding awarded previously appears to be “on life support” after recent litigation by several states, and the agency is pursuing Hazard Mitigation Grant Program (HMGP) alternatives while monitoring court outcomes that could restore BRIC awards. Staff said they have submitted a final Cal OES grant application and expect DWR to forward necessary materials to FEMA next month.
Staff said Robinson’s Riffle River Restoration design work is ongoing after a large Wildlife Conservation Board grant and the agency is targeting construction in 2027. Staff also noted coordination with the City of Oroville on the Lehi levee safety report and related geotechnical work.
Staff told the board there is no financial update this month because Yuba City’s new software prevented generating reports; they expect a financial report next month. The board was told the agency continues to monitor snowmelt and the rapidly diminishing flood season.
