Grant County P&Z recommends floodplain ordinance update required by SB 2027 and forwards Schatz Third Subdivision plat

The Grant County Planning & Zoning Board voted unanimously on Jan. 8, 2026, to recommend that the county commissioners approve an amendment to Article 3.10 of the county zoning ordinance governing floodplain management, and to forward the plat for the Schatz Third Subdivision to the commissioners for their review.
P&Z Director Jason Albert presented the proposed change to Article 3.10.1 (Statutory Authorization), saying the amendment is required by Senate Bill 2027. "The change is to Article 3.10.1, Statutory Authorization, required by Senate Bill 2027," Albert told the board. After discussion, Commissioner Matt Hager moved to accept the amendment and recommend approval to the county commissioners; Barb Kraft seconded. The motion passed with all members voting in favor.
During old business, Albert also updated the board on a prior matter involving Aaron Friesz, reporting that after consulting State's Attorney Walker the county would not intervene. According to Albert, if the North Dakota Department of Transportation requires Mr. Friesz to apply for a motor vehicle recreational vehicle license, that is the step he must pursue rather than the county taking action.
The board also considered the plat for the Schatz Third Subdivision. The plat was presented to the board (the transcript records the plat presentation but does not identify the presenter). Brenden Becher moved to accept the plat and recommend approval to the county commissioners; Matt Hager seconded. The motion carried unanimously.
The board set its next regular meeting for Feb. 12, 2026, at 10:00 a.m. MST. The motions to recommend both the ordinance amendment and the subdivision plat will be transmitted to the county commissioners for final action.
