Scotland selectmen debate speed cameras, review draft blight ordinance and update Town Hall renovation

During the Feb. 26 meeting the Scotland Board of Selectmen discussed several nonbinding but potentially consequential topics: automated speed cameras, a draft blight ordinance, and Town Hall renovation requirements tied to a CIF grant.
First Selectman Dana Barrow Jr. described a draft Automatic Traffic Safety Ordinance under review and said a speed camera could be sited in the center of town on Route 14 if residents choose to move forward and DOT approvals are secured. The board noted multiple procedural steps would be needed before any installation, including local approvals and agreement with DOT on siting and operation.
On blight, Planning & Zoning expressed interest in adopting a Blight Ordinance. Barrow said he has started drafting language based on another town’s ordinance; the stated aim is to give the town’s zoning enforcement officer tools to address properties that adversely affect neighborhoods while respecting homeowners’ property rights.
The board also received an update on Town Hall renovations: CIF grant administrators require the town to add three parallel parking spaces in front of Town Hall and configure remaining parking in the rear. Once DOT approves the parking area the drawings will be finalized and bids solicited. Separately, the board noted a virtual public information meeting on the Gager Hill Bridge project took place Jan. 23 and that construction is still projected for 2027.
Other routine items recorded in the minutes include approved tax refunds, landfill-sticker sales (available for $25 per household from the Town Clerk), and the delivery and training for new SCBA equipment for the fire department. The meeting adjourned at 7:50 p.m.
