Commission rejects two Bill Moss Road rezonings after residents raise concerns; two other rural rezonings pass

Summary
Robertson County commissioners rejected two contested rezonings on Bill Moss Road after public objections, while approving two smaller rural rezonings elsewhere. The Russell-family proposals failed to reach the 13-vote threshold; Searcy and Westerbeck rezones passed.
The Robertson County Commission on Feb. 23 considered four rezone requests tied to small parcels near Bill Moss Road, drawing public comment and split votes. After a public hearing where local residents raised concerns about density, access and drainage, the commission voted down two proposals for Russell-family properties and approved two other rural rezonings.
Planning and Zoning Director Pam Groves introduced the four AG-2-to-RP-80 rezoning requests. Several residents — identified by county staff and minutes as Mark Griffith, Matt Holder, Davis Taylor, Eric Beckman and Doug Prentice — spoke during the public hearing to voice concerns about the Russell parcels on Bill Moss Road, citing traffic and compatibility with the neighborhood. The minutes note those speakers “voiced their concerns for the Russell properties” but do not record direct quotations.
Resolution No. 022326013, filed by Canaan Russell to rezone 5.14 acres on Bill Moss Road, was moved by Commissioner White and seconded by Commissioner Michael Dorris but failed in roll call. The clerk recorded a tally of 0 yes, 20 no, with five commissioners absent; the motion therefore did not meet the 13-yes threshold the county requires for rezoning approval.
A separate request by Josh Russell (Resolution 022326014), to rezone 15.03 acres on Bill Moss Road, also failed. That motion (moved by Commissioner Thompson, second by Commissioner Woodard) received two yes votes (Commissioners Jonathan Rummel/Jeff DeLong and Commissioner Morgan) and 18 no votes; it fell short of the 13-yes requirement.
By contrast, the commission approved two smaller rural rezonings after votes later in the meeting. Resolution 022326015 to rezone 5.84 acres (S. L. Searcy; Oregon Road and Woodrow Wilson Road) passed on a motion by Commissioner Michael Dorris with a recorded vote of 20-0. Resolution 022326016 to rezone 5.69 acres (Shannon Westerbeck; Cedar Grove Road and Greer Lane) passed by the same margin.
Why it matters: rezonings change allowed uses and lot-size requirements in rural areas and can affect traffic, drainage and the character of nearby neighborhoods. County staff said the RP-80 designation is dimensionally appropriate for the parcels, but several neighbors argued the cumulative impact along Bill Moss Road would be problematic. The commission’s split outcome shows members weighed neighborhood concerns heavily on the Russell items while accepting other parcels as consistent with existing patterns and infrastructure.
What comes next: Applicants whose requests failed may revise and resubmit or pursue alternative site plans. Approved rezonings will allow the property owners to proceed under the RP-80 rural-preservation bulk rules; future plats or driveway permits will be reviewed by county staff to confirm spacing, sight distance and stormwater measures.
