Council approves citywide park-restroom restorations and maintenance plan

Summary
Council approved amendments and funding to restore restrooms at eight parks, adopt new custodial service hours and materials designed to reduce vandalism, and pursue grants and loans to support broader park improvements.
The Montebello City Council approved a citywide restroom restoration program for park facilities and related operational changes aimed at reducing vandalism and improving maintenance.
Public Works Director Cesar Roldan described the project’s scope — epoxy flooring, replacement of fixtures and partitions and upgraded stall doors — and named contractors and vendors involved in the work. Recreation head David Sosnowski described operational changes: a custodial contract with Lincoln Training Center providing twice-daily full-service cleaning, additional park-staff inspections, and revised restroom hours at passive parks to reduce unsupervised 'idle' hours.
Council and staff discussed stronger fixtures and materials designed to withstand vandalism: staff said they are replacing porcelain fixtures with more durable metal 'penal-style' fixtures in high-use locations. The presentation also highlighted grant and loan opportunities to fund park improvements, including Outdoor Recreation Legacy, Land and Water Conservation Fund, and a Section 108 loan tied to CDBG resources.
Council moved to approve the package (motion by Council member Peralta, second by Council member Alonso); roll call recorded unanimous approval.
What’s next: Staff will implement the restored restroom installations, continue to monitor vandalism and work to secure grant and loan funding to extend improvements to other parks.
