Commissioners and staff discussed operational risks: Unit 1 is out, downtown units are sometimes run for grid support, and the substation transmission switching will require coordination so the system is not left with insufficient generation capacity. Staff said alternatives from ProEnergy might be available and asked to keep options open while authorizing GE if alternatives fall through.
Commissioner Matt moved to approve proposal 1725355 and requisition 10531; Commissioner Tom seconded and the motion carried by voice vote. Staff said they would pursue warranty investigation results from GE, evaluate any ProEnergy alternative proposals and coordinate scheduling with substation and transmission-switching work to limit risk to system reliability.
The commission noted the long lead times for new turbines and that leased or secondhand PC-model units are limited; staff recommended strategic planning to address longer-term generation capacity and procurement strategies.
