"There were over 4,000 acres preserved during calendar year 2025," Susan said, and the program’s total preserved acreage through PDCs stands at about 62,384 acres. She also noted a busy year for applications: staff received 359 new development applications in 2025 and issued 250 certificates of filing.
The report also summarized regulatory and program activity: the commission piloted four alternative-design residential wastewater systems, tracked municipal ordinances tied to affordable housing, and reported the average PDC market price in 2025 at just over $23,000 per right. Staff said application-fee revenue covered roughly 63% of staff review costs for development applications in FY2025.
Commissioners approved the annual report by motion. The report will be posted on the commission’s website and staff said they will continue to monitor and report back on implementation items (including the septic pilot and stewardship monitoring of conservation fund acquisitions).
