Chair Henry (speaker 3) led the discussion after the committee approved its consent agenda. Mike (speaker 2) said he had texted Alicia and was told the town was requesting $1,000,000 in recurring capital needs; he also said the town had previously discussed structuring a dedicated override for capital that would remain available in future years.
“It would be an override scenario,” Mike said, referring to the million-dollar figure, and the subcommittee acknowledged they did not yet know whether the select board would actually place an override question on the warrant.
Members emphasized coordination with the town finance committee. Jen (speaker 1) said the finance committee’s warrant hearing is scheduled in late March or early April and suggested the subcommittee brief FinCom so the town’s recommendation would be informed when it considers the warrant article.
Committee members agreed to confirm whether the town has zeroed the capital line in the general fund and to follow up with Alicia and FinCom. The subcommittee also asked Mike to circulate the prioritized capital request list the district had prepared earlier in the year so members could identify top items if they decide to pursue a separate town-meeting appropriation or a debt-exclusion vote.
The subcommittee did not take a formal vote on any capital appropriation during the meeting; members said any choice to request a specific amount or to ask for indefinite postponement would be decided closer to town meeting, after clarifying FinCom and select-board plans.
