Staff said the use would include casual dining, video gaming terminals, virtual‑reality stations, an arcade, golf and cricket simulators and an outdoor dining area.
Manish Chaudhry, a project partner, described the concept as a family entertainment hub. "We will be the second one in the U.S.," he said of the cricket simulator, and added the venue would offer activities "for any age group" alongside dining. Architect Andrew Foster of Tool Karkanas Architects said the design uses darker stone and a medium gray facade to conceal aging materials and minimize visible soiling.
The commission’s approvals are conditioned on several items intended to secure adequate parking and site safety before permits are issued: no construction or engineering permits will be issued until a shared access and parking agreement between the petitioner and the owner of the adjacent southern parcel at 562 North Milwaukee Avenue is submitted to and accepted by the director of community development and recorded with the Cook County Clerk's office. Other conditions include a requirement that the parking lot be resurfaced within one year of issuance of a temporary or final certificate of occupancy; a cap of 39 outdoor seats unless additional shared parking is secured; submission of detailed rooftop‑unit enclosure sizes and bicycle rack specifications with the building permit application; and general compliance with project letters and plans dated January 2026.
Commissioners raised concerns about the condition of the existing parking lot, pedestrian safety at the building entrance and how the venue would manage customers arriving by bikes and motorized scooters. Commissioner Ryals asked whether the entire lot would be improved; the petitioner said yes and that resurfacing was part of the conditions. Ryals also said he was concerned about kids arriving on scooters, and Manish said the operator may station staff at busy times to help manage arrivals and direct riders.
Staff said the fire department reviewed the reduced drive‑aisle width and concluded the proposed dimension is closer to typical sizes despite Wheeling's comparatively large standards. Commissioners asked staff to confirm a narrow interior dimension to ensure emergency access. The petitioner and architect confirmed accessible parking and interior accommodations for disabled patrons; staff identified five ADA spaces on the plans.
All four dockets were approved by recorded vote. As with the earlier item, staff told the petitioner the matter will appear before the Village Board on April 6 for final action.
The petitioners were advised to secure the required recorded parking agreement before permits may be issued and to submit the specific items listed in the site plan condition set with their building permit application.
