Board approves Thrasher Group for multiple projects, awards roofing contract for Bluefield High and clears a slate of service contracts

The board also approved a roofing contract to complete the remainder of Bluefield High School’s roof to Tecta America Carolinas LLC for $452,723.94, to be paid from excess levy funds; a 20‑year warranty was noted.
RFP awards and selection process: The board reviewed RFP selection procedures required by West Virginia code. For RFP 351 (architect/engineer for miscellaneous small projects $50,000–$1,000,000), eight firms responded, interviews were held and the Thrasher Group was ranked highest (average score of 96); the board approved awarding the contract to Thrasher Group unanimously. For RFP 350 (architect/engineer for flood disaster recovery at Spanishburg), FEMA experience was a required criterion; seven firms responded and the Thrasher Group again was ranked highest (average score 95); the board approved that award unanimously as well.
Personnel: The personnel slate (board item 332) included a new principal appointment at Bluecoat Middle School and two resignations; the board approved the personnel recommendations unanimously and welcomed the incoming principal, who will start March 30.
Voting and procedure notes: Multiple board motions were made, seconded and approved by voice vote with results recorded as five in favor, none opposed for the key items listed above. Board members asked clarifying procurement questions (contract length, renewal options, interview panels) and noted that FEMA familiarity will be important for disaster‑recovery projects.
