Carlsbad subcommittee hears federal/state updates, votes to support three state bills

The Carlsbad Legislative Subcommittee received updates from federal and state legislative representatives and voted to register support for three state bills included in the staff packet.
Salome Tash, representing Congressman Mike Levin’s office, highlighted the congressman’s recent work to secure $32.2 million in federal funding for three desalination projects in the district, including more than $19 million for the Carlsbad desalination intake upgrade. Lobbyists and city contract representatives also briefed the subcommittee on the FY2025 appropriations calendar and several pending bills (water‑relevant bills, housing bills and proposals to codify tax treatment for water rebates).
State lobbyist Sharon Gonsalves reviewed a long list of bills the city has monitored or taken positions on and summarized state budget and bond activity. After discussion, Council member Burkholder moved that the subcommittee support AB 2776, SB 1214 and SB 1461 (recorded in the transcript as “AB 27 76, SB 12 14, and SB 14 61”); the motion was seconded and approved by the subcommittee. Staff will notify lobbyists and upload advocacy letters and positions to the city website.
The subcommittee also approved the meeting minutes earlier in the session by unanimous vote.
