District approves Head Start contract, maritime skill center agreement, Perkins grant and college MOU

The Franklin Pierce School District board approved several partnership and program items intended to sustain early learning and career-technical pathways.

Head Start: The board approved the 2025–26 Head Start subaward agreement with Puget Sound Educational Service District. District staff said the ESD issued an initial one-twelfth contract because the federal notice of award was delayed by a federal government shutdown; the agreement covers 114 slots (all currently filled) and the district expects an amendment when federal funding is finalized. Staff reported the contract rate reflects an approximate 2% increase over the prior year.

Maritime skill center: The board approved an interdistrict cooperative agreement to participate in the new Maritime 253 skill center operated by Tacoma School District. A district presenter outlined that the facility is under construction, enrollment and slot allocation will be based on district size, and logistics such as transportation and schedule integration (potential need for online coursework plus on-site hands-on sessions) remain to be worked out.

Perkins grant: Board approved submission of the Perkins career and technical education grant application; staff estimated annual grant awards typically range between $70,000 and $90,000 and said the district plans to use funds for technology upgrades and teacher professional development.

Pierce College MOU: The board approved a memorandum of understanding with Pierce College Talent Search; board members asked staff to clarify program funding or legacy scholar connections if needed.

All items were approved by voice vote. District staff indicated they will follow up on contract amendments, scheduling and transportation details for the maritime program, and the federal Head Start notice of award.
