Board adopts series of policy updates, contracts and two levy resolutions for February ballot

The Franklin Pierce School District Board of Directors voted unanimously to adopt multiple policy updates, approve interdistrict agreements and contracts, and adopt two replacement levy resolutions to ask voters in February to continue funding both operating programs and safety/technology and capital projects.
In a single meeting the board approved revised policies including Policy 1005 (key functions of the board), Policy 1210 (annual organization meeting), Policy 1820 (board self-assessment), new Policy 1821 (standards for individual directors), Policy 4260 (use of school facilities), and Policy 5000 (recruitment and selection of staff). The board also retired Policy 1810 (annual goals and objectives). All of these passed by voice vote.
The board approved several agreements and funding actions: a 2025–26 Head Start subaward contract with Puget Sound Educational Service District covering 114 slots; an interdistrict cooperative agreement to participate in the new Maritime 253 skill center with Tacoma School District; a Perkins career and technical education grant application (district staff estimated $70,000–$90,000 annually); and a memorandum of understanding with Pierce College Talent Search. All were approved unanimously.
The meeting included two formal resolutions to place replacement levies on the February ballot. Resolution 25-R-10 (Proposition 1) would be a replacement educational programs and operations levy with an estimated cap of $2.50 per $1,000 of assessed value over four years. Resolution 25-R-11 (Proposition 2) would replace the technology levy with a combined safety technology and capital improvements levy with an estimated rate of about $1 per $1,000 (up from roughly $0.40). Superintendent Dr. Goodpaster described the projected rates and the types of operational positions and capital projects the levies would fund. Because both measures required roll-call votes, the board went through the individual votes and adopted each resolution unanimously.
The meeting closed after brief public comments and staff follow-up items. Several adopted policies update board governance and nondiscrimination language and the district directed staff to follow up on technology and training details related to student health and third-party agreements.
