Bill to require DOE and DRA to send compliance and financial reports to local boards gets support with language fixes

Representative Hope Damon introduced House Bill 1514 on March 17, asking the Senate Education Committee to require more-thorough distribution of compliance and financial reports from state agencies to local school districts. "HB 15-14 specifies that all compliance and financial reports from the Department of Education will be sent to every elected school board official in the district that's relevant," Damon told the committee.
Damon asked the committee to assign DOE responsibility for maintaining a database of recipients and to permit digital (email) communication in place of postal mail. Elizabeth Brown of DOE told senators that the bill should define "compliance and financial reports" and offered proposed language for a "monitoring report" to ensure clarity about what must be sent.
Jennifer Ramsey of the Department of Revenue Administration told the committee DRA currently does not generate compliance reports for districts and suggested the bill require creation and annual transmission of a "school district audit compliance report" based on public hearings, which would better match DRA capacity.
Senators discussed drafting adjustments and indicated an openness to amendments that define the reports and clarify the database responsibility; there was no committee vote in the hearing record.
