The City of York Zoning Hearing Board approved a definitional variance and special exception allowing 110 South Beaver Street to operate as a three‑unit property.
Gavin Toomey and Grant Porter of G2 Rentals told the board the building was originally configured as three separate living units with three kitchens and three exterior entrances, and that the owners intend to self‑manage the property. “Giving back to the York community is very important to us,” Toomey said, noting prior charity work and a recently launched nonprofit. He said restoring the building to its original layout would add housing downtown and support nearby businesses.
Neighbor George (106 South Beaver) said he supports revitalization but described past problems with contractor parking and expressed concern about parking pressures. G2 representatives said they had spoken with parking enforcement and plan to educate tenants about obtaining a discounted municipal parking pass; Toomey said the tenant pass would cost $45 per month at the discounted rate.
Planning staff recommended approval of the definitional variance and the special exception, and the board moved and recorded unanimous ayes to approve the requested variances and the special exception.
The approval allows the owner to complete rehabilitation and pursue permits; the owners said they would self‑manage tenants and coordinate with parking enforcement to minimize disruption.
