Carson honors deputies after multi‑agency raid that rescued 11 elderly residents from unlicensed care homes

Captain (Carson Sheriff's Station) told the council that deputies responded to an initial call for service in the 200 block of 234th Street on Feb. 24 and then executed coordinated search warrants on March 4. "We discovered and rescued seven elderly patients who were malnourished and neglected," the captain said, and noted that additional investigations later led to the rescue of three more individuals and another person at a later date, for a total the city read as 11.
The captain credited a multi‑agency response that included the LA County Fire Department, the California Department of Justice, the California Department of Social Services, and Los Angeles County Adult Protective Services. The captain said one unlicensed facility was shut down permanently as a result of the enforcement action.
Detectives and deputies were named during the council recognition: Detective Louis Cisneros, Detective James Furch, Deputy Janeth Gutierrez Lopez, Detective Shane Douthit (identified as the lead detective), Deputy Stephanie Ramirez, Deputy Brizil Hernandez, and Deputy Diana Yu. At the podium, a lead detective who spoke to the council described the operation as a large effort that required coordination across agencies and credited ‘‘fantastic’’ work by investigators and city staff who assisted in shutting down one residence.
The council presented certificates and held a photo opportunity to honor the personnel and thanked city code enforcement and public safety staff for their roles. No policy action or legal findings were announced during the recognition; the council framed the event as acknowledgment of an emergency response and multi‑agency cooperation.
