Weber County approves GRAMA alternate, curling-hosting contract, juvenile defense agreement and routine consent items

At its March 10 meeting the Weber County Commission approved several action items by motion: appointment of an alternate to the county's GRAMA Appeals Board, a three-way contract with Ogden City and the Utah Olympic Legacy Foundation to host the 2026 LGT World Men's Curling Championship, and a contract with the Utah Juvenile Defender Association LLC to provide indigent defense in 2nd District Juvenile Court. Commissioners also approved consent items G1–G12 (excluding G4) and accepted the purchase order and warrant summaries presented by staff.
Stacy Skeen presented the GRAMA resolution, explaining that the board can now include alternate members with public-records experience and that Kevin Burns is willing to serve. The commission adopted resolution 11-20-26 after a roll-call vote; the transcript records the motion and that the motion carried.
Marty Smith described the three-way agreement to host the world curling event March 27—— April 4, 2026, noting contributions from Visit Ogden, Weber State University, a volunteer organization and the Utah Sports Commission. "We were approached by the World Curling Federation to submit a proposal, which we did, and were awarded men's world curling," Smith said. The commission approved the contract.
Stacy Skeen presented the contract with the Utah Juvenile Defender Association LLC, describing the firm's structure: junior attorneys handle routine matters while senior attorneys take more serious cases. Commissioners voted to approve that contract.
On the consent agenda, staff reported 17 purchase orders totaling $414,215.94 (about $189,000 for fleet vehicles; $89,000 for the library; other amounts for facilities and jail) and 167 warrants totaling $684,868.37. Commissioners moved to approve consent items G1—through—12 excluding item G4 (minutes); the motion carried by voice vote. The meeting adjourned following approval of the final contract.
