Board approves constable SOP draft and adds travel funds after operational update

The board reviewed a draft Mohave County Constable standard operating procedure manual and asked staff to take additional comments and return a final version to the board by the second April meeting. Presiding Judge Moss (speaker 28) requested stronger language for use-of-force provisions and recommended careful review by the County Attorney’s Office before final adoption.
Constable Carmen (speaker 25) explained operational changes since December, including pausing certain court-directed tasks (orders of protection and warrants) and adjusting service practices to reduce mileage. Staff reported his original FY26 budget was $10,500 and that after an earlier approved $8,000 increase his remaining balance was low; the board approved an additional $6,000 transfer to his travel budget to cover projected mileage through the fiscal year.
Supervisors asked for clearer financial audit trails for receipts from process service and suggested enumerated county receipt books for transparency; the constable and staff said affidavits of service are filed with the court and receipts are available via court records. The board approved the draft SOP (with staff to incorporate feedback) and the travel-fund transfer.
