A privately initiated map amendment would change about 483 acres in eastern Hillsborough County from an Energy Innovation Park (EIP) designation to Light Industrial Plant (LIP), a shift that planners said would remove energy‑focused development requirements and allow more conventional industrial uses.
Tyrique Royal, planning commission staff, told commissioners the request is for roughly 483 acres in the northeast portion of the existing EIP and that the applicants include CAMI Corporate. “The EIP designation requires that at least 20% of the gross land area be dedicated to energy-related uses,” Tyrique Royal said, adding that the EIP also includes open-space and renewable energy production requirements that would not apply if the land were designated LIP. He described LIP as “a traditional industrial land designation” intended primarily for processing, manufacturing, recycling, storage, warehousing and related support offices.
Commissioners asked whether the requested change covered the entire 3,000‑acre EIP or only a portion; staff said the request pertains to the roughly 483‑acre northeast portion and agreed to provide larger aerial maps and the adopted future land use map at the public hearing so the board and public can better see surrounding uses and recently approved subdivisions.
Staff emphasized the two categories have different development mixes and regulatory structures: EIP includes specific renewable energy and mixed‑use obligations, while LIP does not require renewable energy production or the same mix of residential or research uses. No vote was taken at the workshop; the item will move to a public hearing with additional materials.
