Council approves consent agenda and authorizes storage containers for shelter and police

The City Council approved the consent agenda and separately authorized two storage-container purchases to address immediate storage needs at the animal shelter and police department.

For the animal shelter, the council approved purchase of a 40-foot container from Vetbox (transcript variants: "Devet box" and "Vetbox" appear) for $4,800 to be paid from the animal shelter donation account (969655525). Staff said the container will be used to clear cages, traps and kennels from a crowded barn and to store food and supplies. Council members asked whether the city should have solicited formal bids rather than collecting quotes and whether any existing surplus materials could be returned or sold; a staff member (S10) said three vendors were contacted and that the item offered by Cisco was found online while other quotes were provided by phone.

The council also approved a 20-foot container for the police department from Vetbox Containers LLC for $3,300, paid from the police donation account (969655560). Staff said the container will clear space in a garage used for supplies and seasonal items. Council questioned whether some of the excess building materials now stored could be declared surplus and sold to offset costs; staff indicated some items might be surplusable but did not provide a firm estimate.

Votes on the container purchases were recorded; one council member (Lamar) voted no on at least one of these procurement votes. Council members asked staff to document procurement steps more clearly in future purchases and to check local vendor status when possible.
