Delaware County commissioners approve routine resolutions and declare emergency for jail boiler replacement

Delaware County commissioners unanimously approved a series of routine resolutions at their March 26 meeting, including creating an electronic record of the March 23 proceedings, approving purchase orders and warrants, travel expense requests, an annexation petition, a building performance service agreement with Honeywell, a stormwater maintenance agreement with the city of Delaware, and an emergency declaration to replace a jail boiler.
The emergency declaration (Resolution 26-216) authorizes the county to proceed immediately with replacing a failed boiler at the Delaware County Jail and directs staff to seek competitive bids for broader HVAC remediation. "The facilities department has obtained three quotes for replacement of a boiler," Deputy Administrator Dawn Houston said. "This resolution would allow the county to move forward with replacing the one boiler, and then we would be working to develop competitive bids for the remediation of the HVAC system at the jail." The board voted to approve the emergency declaration without opposition; Commissioners Barb Lewis and Gary Merrill each voted Aye.
On the Honeywell agreement (Resolution 26-214), Chad Elshire, operations supervisor for facilities, described the contract as a maintenance and support agreement for the county's HVAC controls. "This is just a contract with Honeywell that they maintain, set up, [and] troubleshoot our HVAC controls for the jail, 117 Courthouse and the Carnegie Building," Elshire said. Commissioners approved the Honeywell contract by voice vote (Lewis and Merrill: Aye).
Other routine actions the board approved included Resolution 26-210, to create an electronic record of proceedings from the March 23 meeting; Resolution 26-211, to approve purchase orders and warrants in batch CMABR0325 and memo transfers in MTAPR0325; and Resolution 26-212, to approve travel expense requests. The board also approved Resolution 26-213, described on the agenda as granting an annexation petition of "01/2008 acres" in Delaware Township to the city of Delaware; the spoken record lists the agenda language but does not specify an exact acreage.
The meeting concluded with administrative and committee reports; no public comments were offered.
