Kane County committee prequalifies agricultural consultants and authorizes contracts to speed projects

The Kane County Agriculture Committee on March 19 approved resolutions to prequalify agricultural consultants and to authorize contracts with selected firms to provide technical services for food and agriculture projects.
Chris Toth, planning division manager, told the committee that the purchasing department received six responses to a request for qualifications and that staff qualified five vendors to create a pool of prequalified consultants. He said prequalifying vendors would allow the department to move expediently to meet growers’ and partners’ needs and to respond quickly to grant deadlines.
Toth described how consultants have previously helped staff meet short deadlines for grant applications: "...we were able to pivot and request support from our agricultural consultants who not only worked with me... but also worked through the weekend to create a proper application, help me figure out the budget and needs of the application, and reach out for letters of support." He added that negotiated contracts will include not‑to‑exceed language and said he did not expect any single contract "to exceed, probably $300,000 a year for services" in order to keep flexibility for varying scopes.
Committee members asked how the services would be funded and were told the work is budgeted under the county’s agricultural activities; staff said final costs and not‑to‑exceed amounts will be set by executive staff before contracts are executed. Sanchez moved to advance the prequalification resolution (TMP26‑411); Leonard seconded and the committee approved the motion by roll call. The committee then approved the companion contract authorization resolution (TMP26‑412) after discussion about funding and contract terms.
Both resolutions passed in committee; staff will finalize contract terms, including specific not‑to‑exceed amounts, and return final contract documents through the executive process.
