During the business-services presentation, staff reported a base bid of $939,000 from R and R Horn, with an optional additional scope priced at $288,000. "The base bid… came in at 939,000," the presenter stated. Staff recommended approving R and R Horn as the lowest responsive bidder and negotiating the optional work with the goal of keeping the total below the district’s $1.1 million project budget.
A trustee moved to approve the contract authorization (not to exceed $1.1 million) and the motion passed unanimously. Staff said they have discussed cost-saving measures with the contractor and would work with the district engineer to evaluate proposals before executing work beyond the base area.
