Shelby Bridal, Parks and Recreation director, asked the council to accept low bids for Burnett Park and Wheaton Meadows and explained alternate bid items and possible ad‑alternates. The low bidder recommendation for the Burnett and Wheaton Meadows packages was Matt Conn Contracting; staff reported a combined contract total in the range presented and reminded council these award actions were to accept low, responsive bids (final dollar‑authorization and appropriation decisions will follow as needed).
The Pickleball Park low bidder was McDougal Pierce ($1,185,825 reported in the packet) and the council approved awarding that contract.
Staff noted park projects were roughly $400,000 over the initial estimates across all selected alternates; suggested remedies included negotiating with contractors on alternates, an additional appropriation, or using available fund balances (food & beverage fund, park impact fees, tree mitigation funds). Council members discussed timing and whether to defer some alternates to next year if funding was not immediately available.
The council also approved a professional-services agreement with Rigdon Construction as the owner’s consultant for the park projects at a not‑to‑exceed amount of $250,000, and accepted roadside mowing (Wildridge Lawn, not to exceed $106,925) and roundabout maintenance (All Terrain, ~$100,252.24) quotes plus ADA sidewalk/connection work (Concrete Evolutions). Staff said some alternates and planting might be deferred to 2027 depending on budget timing.
Votes were recorded by roll call; approvals were adopted as presented and staff will return with final dollar allocations and updates as contractor negotiations proceed.
