Summary
Finance committee reappropriated state/federal pass-through funds, created a fund for a Farmers Market pavilion, approved a $25,000 software certificate, and advanced a plan to contract environmental coordinator duties to the Soil and Water Conservation District (estimated annual contract $75,000).
The Finance & Personnel Committee reviewed a suite of budget and staffing items on March 23, advancing multiple items to the full council.
Administration explained the need to reappropriate pass-through ODOT and state funds: previously appropriated project amounts lapsed at year-end and must be reentered for accounting alignment. The committee discussed adjusting a $7,000,000 line to $11,400,000 (an additional $4.3 million) to reflect expected project spending that occurs via state/federal payment processes; the treasurer confirmed these actions reconcile project accounting and not new city spending.
The committee approved creating a new fund (recommended name: Athens Commerce Pavilion Fund) to accept grants and donations for the Athens Farmers Market Pavilion. Director Stone said Sunday Creek Horizons helped secure $300,000 in the state operations budget; council and stakeholders put estimated total project cost nearer to $1,000,000 and will continue pursuing federal appropriations and private donations.
The committee also advanced a then-and-now certificate (~$25,000) to renew citizen services/code software and approved moving forward with legislative language to eliminate the vacant environmental coordinator FTE and instead contract those services to the Athens Soil and Water Conservation District under an anticipated contract of about $75,000. Director Stone said the contract will specify deliverables tied to NPDES (stormwater) permit minimum control measures and that staff will circulate the proposed contract language for council review.
