The City of Stuart commission voted to transmit Ordinance 25-49-2026 to a second reading after a first-reading quasi‑judicial hearing on March 9.
Staff development director Jody Kugler summarized the application by Osceola Street Holdings LLC to rezone a 0.45‑acre parcel at 400 Southeast Osceola Street from R-3 multifamily/office to a commercial planned unit development (CPUD) to permit barbershops, beauty salons and specialty salons. Kugler said the site contains a 4,100‑square‑foot one‑story building and that the applicant does not propose new structures. Staff noted the project meets setback and parking requirements and that the city’s traffic consultant projected minimal peak-hour trip increases compared with existing zoning.
Applicant Michael Benedetti told the commission the request simply formalizes existing uses and improves landscaping and curb appeal: "I'm not introducing anything new to the area," he said, adding the plan will remove invasive vegetation and improve the site.
Commissioners asked about zoning alternatives and how the CPUD compares with straight commercial zoning; staff explained that straight commercial zoning (B-2) would allow a broader set of uses, which the applicant sought to avoid. Commissioners also discussed whether a business tax receipt requirement or prolonged vacancy could affect zoning; staff said zoning runs with the land.
A motion to transmit the ordinance to second reading passed; the roll call recorded four yes votes and one abstention. The item will return for adoption at a subsequent meeting.
