Measure W projects in design; committee postpones site visits until visible construction

Agency official (S4) briefed the committee on project-by-project progress under Measure W and recommended postponing on-site tours until there is visible construction activity to observe.
S4 said several projects are still in the design or construction-document phase. "Sequoia new building... it's progressing very well in the design phase. We are on the construction document phase at the moment," S4 said. S4 identified Carlmont as a project that will require demolition and temporary housing for students, while Sequoia's new building does not require demolition and will be simpler to construct.
S4 flagged Manuel Estraton (referred to in the materials as one of the more complex campuses) as likely to absorb a larger share of bond funds because of structural upgrades and drainage work. Roofing projects at multiple campuses are underway in phased delivery; S4 offered to distribute drone video of completed roofing work as an interim way for committee members to see progress without conducting a formal site visit.
Committee members raised logistics and Brown Act concerns about site visits becoming de facto committee meetings. Members suggested alternatives: staggered small-group site tours to avoid a quorum, or align a site visit with an already-agendized CBOC meeting at a single school so the site portion does not create a separate noticed meeting. The committee reached consensus to remove site visits from the immediate calendar and revisit planning when contracts are awarded and visible construction begins.
Staff agreed to provide more detail on specific project timelines, the relationship (if any) between the adult school and the former Everest campus and to share drone footage and procurement plans (including where design-build or leaseback methods are being used).
