Danbury Board of Awards approves multiple contract awards, ratifies emergency ceiling cleanup

"The quoted cost was $13,768.94," Pickupi said, noting the low bid was submitted to the city under the Connecticut contract; Northeastern Communications submitted a higher quote of $17,558.33. The board voted to award the contract to Goose Town Communications, pending the required approvals and ARPA consultant sign-off because the purchase is ARPA-funded.
The board ratified an emergency cleanup at Fire Headquarters after roof-replacement work caused interior ceiling damage and OSHA was notified. Pickupi said Tri State Acoustics performed the emergency cleanup for $3,000. The board approved ratifying the cleanup and authorized a purchase order.
Pickupi described the remaining ceiling at Fire Headquarters as presenting "a safety hazard, a possible health hazard," and estimated replacement costs between $27,000 and $40,000. He moved to declare an emergency, waive formal bidding, solicit three written quotes and return to the board for final approval; the motion was approved unanimously.
Other procurement actions the board approved included:
- Materials testing awarded to Tescon under Connecticut DAS contract 19PSX0223 for $30,000 (not ARPA-funded). - Alarm-system upgrades across several public buildings (Public Building 3, Public Building 5, the library, the railway museum, Planters Field, and City Hall) awarded to United Alarm for $29,185.92. A sole-source justification from the superintendent of public building said United Alarm installed and currently monitors the systems. - Engineering services for fuel-tank system replacements at Broadview School, Rogers Park School, King Street Primary School and King Street Intermediate awarded to TRC Engineers under the city's on-call contract for a proposed $181,351. - Engineering services for water-utility operational requirements awarded to Tatum Howard for $25,000 (charge to the general operating budget; proposal dated 11/13/2024). - A $31,000 change order to WSP USA Inc. to expand peer review, project coordination and well sampling related to the Lake Kenosha flood skimming station (amending an earlier ~$42,000 award). - A $15,000 change order to WSP USA Inc. for additional data gathering and hydraulic-model review on the 2024 water supply and comprehensive water-service plan (amending an earlier $149,000 award).
All motions on the agenda were approved unanimously. Multiple items were described as ARPA-funded where noted; other items were funded from general operating accounts or capital accounts as specified during the meeting. The board adjourned after approving the final change order.
