Board adopts declaration of need to request emergency teacher permits for 2025-26

The Roseville Joint Union High School District board unanimously adopted a declaration of need on May 13 that enables the district to request emergency teaching permits from the California Commission on Teacher Credentialing for the 2025-26 school year.
Presenter Basham explained the declaration is a formal step required by the commission to obtain emergency permits. He said the district anticipates requesting six emergency authorizations for English-learner authorization, six limited-assignment teaching permits for hard-to-fill subjects (including dance, theater, Spanish and special education) and eight teacher-intern permits for education specialists completing their programs with county offices of education or California State University Sacramento.
The district noted the commission requires a formal declaration of need be approved by the local governing board before it will issue any permits; the motion to adopt the declaration carried 5-0.
The declaration allows the district to proceed with permit requests as a staffing measure to address hard-to-fill positions and to support candidates completing credentialing programs. Any specific permit approvals remain subject to the California Commission on Teacher Credentialing's review and issuance process.
