Longmont council adopts 2025 HUD CAPER and hears housing program updates

The Longmont City Council unanimously adopted the city's 2025 Consolidated Annual Performance and Evaluation Report (CAPER) on March 24, accepting staff's summary of federal and local housing program accomplishments and spending for 2025.
Housing Investment Manager Christy Wiseman summarized the city's HUD-funded activities, noting a $488,849 CDBG allocation in 2025 and programs that served 103 households. Staff highlighted the housing rehabilitation program now subcontracted to Brothers Redevelopment, a completed permanent-supportive-housing door-replacement project for the Suites (about $200,000), and the In Between Wesley Townhomes, an approximately $6.5 million project funded via HOME, HOME-ARP and a city affordable-housing fund loan that was nationally recognized by the National Community Development Association.
Wiseman also detailed Affordable Housing Fund awards totaling just under $2 million and state Prop 123 grants (about $750,000 for down-payment assistance and $770,000 to offset construction costs for the True North project). Council asked few questions and opened a public hearing; no substantive public testimony opposed the CAPER and the council approved the CAPER unanimously.
What happens next: Staff will submit the public hearing record and CAPER to HUD and continue work on projects noted in the presentation; the city will track Prop 123 requirements and upcoming policy items, including inclusionary-housing and fee-in-lieu methodologies.
