At its February meeting the Los Banos Unified School District board approved a package of routine and project-related items, including budget development guidance, personnel waivers and several facilities contracts and purchases.
Budget and personnel actions: The board unanimously approved the 2025–26 budget guidelines and assumptions presented as a Business/Resource Memorandum (motion by member Catuso, seconded by member Valadao). The board also adopted a declaration of need through June 30, 2026, certifying an insufficient number of certificated personnel who meet district employment criteria and enabling the district to use stipends or intern permits if necessary (motion carried). Separately the board approved a recommended variable-term waiver request.
Facilities and procurement approvals: The board accepted the notice of completion for Las Banos Elementary's parking lot and authorized contract closeout. Trustees approved a lease with Mobile Modular for 12 interim housing units to support the Los Banos High School modernization project; they approved a piggyback purchase of a restroom building for Miano Elementary from Silver Creek Modular LLC; and they approved Amendment No. 2 to the architectural services agreement with Teeter Incorporated for Los Banos High School interim housing. All motions were carried unanimously or by voice vote as recorded.
Closed session items reported: The board reported two closed-session actions: a liability claim against the district was denied (vote recorded as 7–0) and a litigation settlement in case no. 2024120045 was approved (vote recorded as 7–0).
Roll-call and voting notes: For the consent calendar the district clerk conducted a roll call confirming unanimous approval. Specific motion language and recorded movers/seconders were given orally during the meeting; where recorded in the transcript those names are preserved.
Why it matters: These approvals move capital projects and staffing contingency measures forward and maintain the district's operational schedule. The interim-housing lease and architectural amendment are tied to the LBHS modernization timeline; the notice of completion closes out contract obligations at an elementary campus.
What comes next: Staff will finalize contract closeouts, proceed with interim housing procurement and implementation, and report back on Measure X expenditures at a future meeting when trustees requested a public update.
