Council approves Day Air Credit Union site plan at former Frisch’s site in Beavercreek

Beavercreek City Council approved an administrative site plan review for PC09‑05 (modification) on March 23, clearing the way for a Day Air Credit Union branch on the former Frisch’s Big Boy property at 1231 North Fairfield Road.
Joe Yost, an architect with CESO representing Day Air, told council the project would demolish the restaurant, reuse portions of the site, and construct a 3,975‑square‑foot building with six offices, a conference room, employee patio and two ITM (interactive teller machine) drive‑through pods. He said the design reduces impervious surface and adds green space and landscaping. “This new branch is to better help serve current members,” Yost said.
Staff advised the council the parcel is in a planned development area and the submission is a major modification to the 2009 approved detailed site plan; planning commission recommended approval and staff listed 17 conditions for council consideration. During council questions staff said the existing detention pond will remain and that its bottom is about 10 feet below the parking surface, addressing concerns about stormwater detention.
Council members asked about access and stacking. Staff said the design provides room for approximately 20 cars to stack in the drive‑through lanes before reaching the first northern parking area and that the drive‑through uses ITMs rather than traditional teller drawers. After discussion, a councilmember moved to approve the administrative site plan review for PC09‑05; the motion was seconded and the council approved the ASRA by voice vote.
The approval includes the conditions recommended by staff; council directed that the motion and its conditions be recorded in the meeting minutes. The applicant indicated the plan would reface the existing ground sign and reduce the number of wall signs compared with the previous tenant.
Next steps for the applicant are to satisfy the conditions and coordinate required permitting and any technical reviews with city staff before site work begins.
