PUHSD board adopts hiring framework after debate over student participation

The Placer Union High School District Board of Trustees voted unanimously to adopt a districtwide hiring framework designed to standardize interview processes, panel composition and post-hire evaluation practices.
The framework — presented by district staff as a “living document” to be supplemented with training for administrators — lays out steps for posting, screening and selecting candidates and recommends additional community members, parents or students may be included on panels. Student board members urged a stronger guarantee of student voice. As student board member Justin said during public comment, “If students are going to be impacted the most, change that ‘may’ to ‘shall’ so students have a seat at the table.”
District staff and trustees acknowledged logistical and legal constraints. Administrators said students have participated in some interviews historically (for example, when hiring a band teacher or in tight candidate comparisons), but noted challenges with scheduling and the varied nature of positions that might not warrant student involvement.
Trustees and the superintendent said the framework creates clarity and a path to accountability. The board directed staff to host administrator training on the framework and to make the document available as an exhibit or living exhibit under Board Policy 4000 so it can be updated over time.
The board approved the framework by voice vote. Trustees said the framework should be revisited and refined as staff implement it and recommend when student participation is appropriate for specific roles.
