Belmar council adopts roadway excavation ordinance, approves appointments and $2.41M in bills

The Borough of Belmar council adopted a second-reading ordinance that modifies roadway excavation permit requirements in the borough code (sections 400-18 and 400-19), adding a requirement for curb-to-curb paving in the affected areas, Solicitor (speaker 7) said during the meeting. The solicitor noted the ordinance was prepared with assistance from borough staff offices and that the second reading required a public hearing; the hearing was opened and closed with no public questions before the council moved to adopt.
The council also approved personnel resolutions. Resolution 263-25 appointed Ryan Wardy to a full-time position in the Belmar Municipal Court Office, and Resolution 264-25 appointed Chris Harris as a full-time EMT with the Belmar Fire Department; both items were moved, seconded and approved by roll-call votes.
Finance business included a resolution approving February bills in the amount of $2,410,672.57, which the council moved and approved by roll call. Clerk Fran (speaker 5) handled the roll-call votes on the consent slate and the slate passed.
During public comment, resident Marcus Delgado of 165 Hall Avenue thanked the council for its work on Hall Avenue and for exerting pressure on National Delivery Systems to address neighborhood concerns. "I just wanted to say thank you to you guys, mayor and council," Delgado said.
Council members also used the meeting for routine announcements: Councilman Evans invited businesses to the Belmar Business Alliance meeting and Mayor Salda and others discussed preliminary planning for the borough's centennial celebration and community events. With no further business, the council adjourned.
