Committee endorses bill to create West Virginia Collaboratory at Marshall University

Counsel said the Collaboratory would support, conduct and participate in research projects as funds are appropriated, assist in developing best practices, make policy research and funding recommendations to the legislature, and assist the Office of State Fire Marshal on safe practices related to aqueous film‑forming foams. The counsel also said the bill prohibits the use of legislative appropriations for Collaboratory funds to be applied to indirect overhead at state institutions of higher education, requires state units to cooperate with Collaboratory programs, and authorizes certain cooperative agreements and limited capital expenditures necessary to complete funded research projects.
The vice chair moved to report HB 4002 to the full Senate with a recommendation that it pass; the committee carried the motion by voice vote and the chair declared the motion adopted. The bill will now go to the full Senate for consideration.
