Garfield swears in four new officers and promotes three leaders at Aug. 19 council meeting

Garfield Mayor Everett Garnto presided over a swearing-in and promotion ceremony on Aug. 19 that added four officers to the Garfield Police Department and promoted three current members to command ranks.
The council and city manager introduced and administered oaths for police officers Jean Carlo Altamirano Jimenez, Brianna Garcia, Samantha Garcia and Nicholas Marquez. The council also promoted Anthony Capitira to captain, Jeffrey Stewart to lieutenant and Nicholas Copas to sergeant; families joined the officers on the dais for each oath.
The mayor framed the ceremony as both a civic and personal moment: “As both mayor of Garfield and a former police officer of this city, it's a real honor,” Garnto said, congratulating the sworn officers and promoted leaders. City officials provided short biographical sketches that emphasized local ties, educational backgrounds and prior service.
Pastor John delivered an invocation before the swearing-in and later was singled out during the meeting; council members later moved to formalize a city chaplain position (adopted on second reading later in the meeting).
Why it matters: The additions and promotions expand a relatively young and increasingly diverse department that city leaders described as ready to meet seasonal demands and community needs. The ceremony preceded the council’s regular business, including several ordinance readings and votes.
The council resumed the regular meeting after a brief recess for family photos.
