Cave Creek council approves change orders to add streets to 2026 paving program

The Cave Creek Town Council voted on March 17 to approve two change orders that add several streets to the town's 2026 pavement-management program under previously awarded contracts.
Public works staff told the council the town budgeted about $1,600,000 for pavement management this year and that earlier awards had gone to National Pavement Partners and Cactus Asphalt at favorable unit prices. Staff requested a change order for National Pavement Partners to add paving on a portion of Sunset Trail for an additional $63,637.49 (new contract not to exceed $808,009.53) and a cape-seal change order for Cactus Asphalt to add five segments (New River Road, Carriage Drive, two Linda Drive segments and Surrey Drive) for an additional $464,988 (new contract not to exceed $769,949). Staff said the combined work remains within the town's approved pavement-management budget.
Councilors asked about coordinating paving on New River Road with neighboring Carefree; staff said Cave Creek cannot spend town funds on another jurisdiction's roads but noted Carefree could purchase off Cave Creek's contract or reimburse the town if both agree. A council member suggested pursuing a cooperative-purchase or interlocal agreement; staff and another council member said they would follow up.
Mayor Robert Morris moved approval of the Cactus Asphalt change order; a council member seconded the motion and the council approved it by voice vote. The council then approved the change order for National Pavement Partners on a second motion. Staff listed the specific added streets and said using the favorable unit prices allowed the town to stretch its paving budget.
The approved additions include: Sunset Trail (between Stagecoach Pass and 62nd Street), New River Road (to about 56th Street, within town limits), Carriage Drive (Cave Creek to Sunset Trail), two Linda Drive segments (Cave Creek to Mark Way and a jog to Mark Way end), and Surrey Drive (Cave Creek to Sunset Trail). Staff estimated the cape-seal unit cost at about $1.70 per square foot.
Council thanked staff for competitive bids that yielded more pavement for the same budget. The motions carried by voice vote; the chair announced they were approved.
