Following an executive session on employee performance and evaluation, the Deschutes County Board of County Commissioners approved a $10,000 annual salary increase for county legal counsel Dave Doyle, effective April 1, 2026.
A commissioner (Speaker 3) moved to approve the increase and another commissioner (Speaker 2) seconded the motion. The board called for a voice vote in open session; the chair and commissioners recorded “yes” votes and the motion passed. The board also approved an amendment to the legal counsel employment agreement and authorized the chair to sign the amendment.
The board convened the executive session under ORS 192.660(2)(i) to discuss employee performance and evaluation. Staff announced that designated staff and the media could remain during the executive session but that reporting was limited to the fact of the session and its statutory basis. After returning to open session, the personnel motion and vote were taken in public.
The public transcript records the motion, second, and voice votes but does not provide a roll-call with full commissioner names for each vote; the minutes reflect affirmative votes by the chair and commissioners present.
Next steps: the amendment to the employment agreement will be executed with the chair’s signature per the board’s authorization, and the salary adjustment will take effect on April 1, 2026 as approved by the board.
