Sandpoint commission names finalists for Big Belly public-art wraps; will return with locations next month

The Sandpoint Arts, Culture, and Historic Preservation Commission on March 10 reviewed dozens of youth-submitted designs for two vinyl wraps for the city’s Big Belly trash receptacles and identified finalists to forward to City Council for final selection.
Chairwoman described the process and said the contest (sponsored by SDCU) required artists to be within the city’s requested age range and to provide contact information (a pass/fail requirement). Commissioners used a point-based rubric that assigned 20 points each for color, originality, a required articulated-mouth design feature, story behind the design, and a connection to a Sandpoint character or characteristic (total 100 points). Heather Faircloth (introduced as from Saint Francis) administered the scoring process but explicitly disclaimed that she would not cast scores; only commission members voted.
After sequential review of the entries, the chairwoman said one submission (referenced by the chair as submission #52) received a perfect 100-point total and will be one of the finalists; several other entries clustered at 95 points, producing a multi-way tiebreak conversation among commissioners. The commission agreed to recommend two winning designs and two runners-up to City Council, and to bring the top four entries back to the next meeting along with proposed wrap locations so commissioners can finalize the recommendation. The chair also said each selected artist will receive a $150 stipend.
A formal motion to return the finalists and potential locations to the next meeting passed by voice vote. The commission did not set installation dates for the wraps at this meeting and deferred final location decisions to the follow-up meeting, where City Council’s final selection will also be considered.
Next steps: staff will present the top four submissions and suggested downtown locations to the commission at its next regular meeting so the panel can finalize its recommendation to City Council. The commission’s scoring records will accompany the recommendation.
