Pierce County Council formalizes new chambers at 1501 Market Street and hears facilities briefing

The Pierce County Council on March 10 adopted R2026-118 and ordinance O2026-504 to reflect the council's relocation to the county administration building at 1501 Market Street and heard a detailed presentation from facilities staff about the new building.
Chief of Staff Taylor told the council R2026-118 amends the standing-committee location language in prior resolution R2025-229 to identify 1501 Market Street as the regular meeting location; Taylor clarified committees may still hold meetings in the community if those are noticed as special meetings. The council adopted R2026-118 on a 7–0 vote.
Taylor also briefed the ordinance O2026-504 to amend Pierce County Code section 1.28.0.04 to set the council's regular meeting and hearing location to 1501 Market Street; that ordinance was adopted 7–0.
Facilities Director Carla Emlick then walked the council through the Market Street project, explaining the building is open to the public from 8:00 a.m. to 4:30 p.m., a staffed welcome desk is on the first floor, and multiple departments have moved or are scheduled to move in (council, executive, communications, facilities, finance, IT, human services, economic development; finance planned this week, HR in April, human services and Soundview team later). Emlick described chamber configurations, AV and Zoom integration, a vestibule for uninterrupted viewing, temporary signage and an upcoming electronic display outside the vestibule. On parking, Emlick said public visitor parking is primarily across the street (1502 Market) with about 25 designated visitor stalls; employees will use three separate external lots and the county plans a contract with the convention center for additional capacity.
Council members thanked the facilities team, raised operational questions (temporary badges and access alternatives, permitting, art placement) and recognized construction staff and Lincoln Construction. Facilities staff introduced construction project managers and the superintendent. The council adjourned after the presentation.
What happens next: Departments completing their moves will coordinate tenant services; facilities staff will finalize signage and parking contracts and follow up on access procedures for visitors and staff.
