The City of Sacramento Personnel and Public Employee (PPE) Committee on Thursday approved its consent calendar and unanimously recommended several appointments to city advisory boards.
Chair Jennings opened the meeting and confirmed a quorum before the committee approved the consent calendar without public comment.
The committee reviewed applicants for three advisory seats. For the Housing Code Advisory and Appeals Board seat F, the clerk said both applicants were unable to attend; Council Member Lisa Kaplan moved to recommend Krista Diane Bunting and the motion passed unanimously.
John Nicholas, who identified himself as a practicing landscape architect with Wood Rogers and said he has worked on local projects including Capitol Park and Raley Field, introduced himself as an applicant for the Preservation Commission seat E. Committee members asked staff to confirm residency rules; the clerk said the city code, updated in 2024, allows commissioners to live outside city limits. Council Member Lisa Kaplan moved to appoint John Nicholas and Chair Jennings seconded; the committee voted unanimously to forward the recommendation.
The committee also considered three applicants for the Natomas Basin Conservancy board seat B. Henry DeBae outlined his background at the Delta Stewardship Council; Kevin McCray described his financial and audit experience and prior service on the conservancy board; Francesca Parent summarized her work in economic and community development and grant programs. Council Member Lisa Kaplan said she would “take the advice of the executive director” and moved to appoint Kevin McCray to seat B; the motion was seconded and passed unanimously.
All formal actions taken by the committee were unanimous and will be forwarded to the City Council for final consideration.
