Board approves schedule of proposed levy rates, begins 2027 budget process

Ginger (district finance staff, participating by phone) walked the board through the start of the 2027 budget process and the schedule of proposed levy rates. She described the workflow: assessor certification of evaluated values, plugging numbers into the district spreadsheet and state school finance forms, submission to the school finance office and county auditor, and publication as a class 2 legal advertisement. After auditor review, the auditor will return approval and the board will receive a levy order and a final 'lehi' sheet at the April meeting at the career center.
Superintendent Dr. Minnick recommended the board make a motion to approve the schedule and the corresponding publication; a board member moved, a second was given, and the board approved the superintendent’s recommendation by voice vote in compliance with the West Virginia Department of Education guidance and West Virginia Code 59-3-1.
Why it matters: approving and publishing proposed levy rates starts the formal budget and notice process required by state school finance rules; it does not set final tax levies but moves the district into the formal review and auditor approval stage.
Next steps: staff will submit the forms to the school finance office and auditor and return to the board in April with the levy order.
